Paul joined the Senior Executive team at South Gippsland Hospital in September 2018, initially as the Director of Nursing prior to being appointed CEO in April 2020. In a career spanning more than 34 years, Paul has spent most of those years in public health working in clinical, management and senior leadership roles, across a variety of acute, aged and community care settings.
Director of Nursing & Chief Midwife
Kylie Osborne

Kylie joined SGH in January 2026 as the Director of Nursing, Chief Midwife.
Kylie is an experienced Registered Nurse and Registered Midwife with advanced expertise in clinical and corporate governance, health service management, and operational leadership. She holds postgraduate qualifications including a Master of Clinical Midwifery, Advanced Certificate of Clinical Education, Professional Certificate in Health Systems Management, and a Graduate Certificate in Consumer and Community Engagement. Her diverse experience is across rural, regional, and metropolitan healthcare settings, with a strong focus on compliance, risk management, and safety system reviews. As a collaborative and person-centred leader, Kylie is recognised for her strong commitment to consumer led, evidence-based, high-quality care.

Lilli Lush

Lilli Lush is a respected leader with over 15 years’ experience across community, sub-acute and acute care. Since joining SGH in 2016, Lilli has led teams in both acute and community settings and was appointed the Interim Director of Nursing for the most of 2025.
Lilli is known for her calm leadership, commitment to person‑centred care and ability to build engaged, high‑performing teams. Her appointment to the Acting Director Community Care, for the full financial year 2026 – 2027, ensures continuity and stability for the service and demonstrates that she is an integral contributor to the organisation’s senior leadership.

Jackie Goodman
B. Sc. Occupational Therapy; Grad. Cert. Health Service Management; Grad. Dip. Quality Management in Health Care
Jackie has a strong commitment to continuous improvement and patient safety and commenced at South Gippsland Hospital in 2022. Jackie has enjoyed working in leadership and quality management roles in Community Health and Hospitals across rural, regional and metropolitan Victoria.
